European Coalition of Cities Against Rasism (ECCAR) is a network of cities engaged in a fight with racism and discrimination. The mission of ECCAR includes promotion of human rights, equality and diversity in Europe. The Coalition underlines the importance of developing local policies that focus on actions against all forms of discrimination and strengthening social integration. Member Cities commit to implement 10 Point Action Plan that serves as a guide in their efforts to build just and diverse communities.       

Kraków joined European Coalition of Cities Against Racism following the resolution of the Kraków City Council no CXXIX/3569/24 dated 6 March 2024. ECCAR Steering committee officially accepted Kraków’s membership application on 25 September 2024. Joining ECCAR confirms that Kraków is a city that takes actions against racism and discrimination and promotes human rights.

ECCAR believes in the key role of cities in promoting human rights and cultural diversity. Acting locally cities can effectively fight racism and all the forms of discrimination that can negatively  impact societies. ECCAR’s goal is to create a network of cities that will share experience and work together to create innovative solutions to promote equality. The Coalition supports the cities in developing long-term strategies to prevent racism, homophobia, antisemitism and islamophobia. In making this vision come true ECCAR cooperates with European Union and the Council of Europe and numerous NGO’s to increase the reach of its actions.

The key element of ECCAR activities is the 10 Point Action Plan that focuses on particular actions such as anti-discrimination education, equal access to public services and strengthening the integration of migrants. The Plan also involves monitoring of discrimination cases and promoting diversity in the labour market and in the media. Member cities report their advancements on a regular basis and their actions are assessed by the ECCAR Steering Committee.       

ECCAR member cities can benefit from a variety of possibilities for an international cooperation and support. They can use resources of the organisation, exchange experience with other cities and take part in the projects aimed at fighting racism and discrimination at the local level. Thanks to the cooperation with international organisations member cities are able to develop their policies for human rights and equality more effectively.

ECCAR organises numerous conferences, workshops and meetings providing opportunities for exchange of experience between member cities. Each city is encouraged to implement projects supporting equality and integration and to share their achievements in that respect. Thanks to that the Coalition not only increases the awareness of the racism related problems but also supports cities in creating long-term strategies for preventing all forms of discrimination.

Department of Social Policy and Health is the coordinator of Krakow's participation in ECCAR activities.
